According to information from the Russian Federal Security Service, the number of American tourists who visited that country in 2017 increased by as much as 25 percent in the first three quarters of 2017.

That organization also reports that the number of American tourists visiting Russia has been steadily increasing since 2014. Oleg Safonov, who is the head of Russia's Federal Tourism Agency, has been quoted as saying that anti-Russian propaganda in American was one of the reasons that more tourists came to visit his country from the United States. He said that the American media has covered Russia more than it normally does, and as a result many citizens of that country have been curious enough to come see Russia for themselves.

Russia in the News

There is no doubt that Russia has been in the American news more in 2017 and 2018 than it has in previous years.

U.S. governmental agencies have concluded that Moscow executed a plan to interfere with the American presidential elections. Also, President Donald Trump has only recently expelled 60 Russian diplomats from his country in the aftermath of a nerve agent attack in Salisbury. Russia has denied any involvement in that attack.

Safonov was also quoted in a Russian newspaper as saying that the number of tourists coming to Russia from the United States rose by 25 percent between January and September of 2017.

The Numbers

Fact checking organizations, however, have also examined sets of relevant statistics and concluded that when you extend the categories to include every category of travel, such as business, arrivals to Russian from the United States went up roughly 18 percent. This reflects a continuing upward trend that started back in 2015, the year that the conflict in Crimea between pro-Russia forces and Ukraine first began.

That year, the Russian tourism agency pointed to increasing political tensions as a reason for a reduced number of visitors to Russia from the United States.

The number of tourists now exceeds pre-conflict levels, despite the US state department warning its citizens to reconsider travel to Russia "due to terrorism and harassment". It advises against all travel to Crimea and the North Caucasus region.

The UN World Tourism Organization has not yet released its own data for trips from the US and Russia in 2017. In 2016, its data showed an increase – but of fewer than 1%.
