Quality economy class hotels are hard to find in Russia, according to a survey of hotel operators by RBTH. In the majority of cases, in lieu of economy hotels, tourists are being offered rooms in run-down Soviet era establishments or in mini-hotels (of 20 to 40 rooms). Vadim Prassov, Vice-President of the Russian Federation of Restaurant and Hotel Operators, explained that the situation varies from city to city: in some places, mini-hotels are able to compensate for up to 70% of the lack of good quality economy class hotels. As far as larger hotels are concerned, the situation depends on the policies of the local authorities, whether they offer incentives to investors.

Bulgari Hotels and Resorts signed an agreement today with Russian investor Alexey Bogachev to bring the luxury hospitality brand to Moscow. Moscow-based real estate development company Storm Properties is developer of the project. Plans for the Bulgari Hotel in Moscow have been announced, and it is expected to open in 2019. It will stand as the world's seventh Bulgari Hotel, following the opening of Milan in 2004, Bali in 2006,London in 2012, and the Shanghai, Beijing and Dubai Hotels anticipated for 2017.
Italian jeweler Bulgari has teamed up with Russian real estate investor Alexei Bogachev to build its first hotel in the country, it said on Wednesday, a day after opening its second Russian store. Bogachev, who also invests in agriculture and owns around 4 percent of shares in Russia's top retailer Magnit (MGNT.MM), said he would invest around $200 million in the Moscow hotel which will be operated by Marriott International Inc. (MAR.O).
